Chung has been active in international trade promotion since 1994, and has served at the U.S. Department of Commerce's International Trade Administration as director of the Office of Export Promotion and Coordination, director of the Advocacy Center, and deputy assistant secretary for Service Industries and Finance. Chung is also a founding member and counsel at Lim, Ruger & Kim law firm in Los Angeles. He holds a masters in public affairs from Woodrow Wilson School of Public and International Affairs at Princeton University and a J.D. from the University of California at Los Angeles Law School.
