Why Kim Jong Un Won’t Pick Up the Phone and What to Do About It
In an article for War on the Rocks, Korea Society Policy Director Jonathan Corrado examines why North Korea has remained reluctant to engage in negotiations with the United States and South Korea despite recent shifts toward greater flexibility on denuclearization. Drawing on the history of U.S.–North Korea negotiations and changes in North Korea’s strategic position, Corrado argues that the current approach should focus less on achieving complete denuclearization and more on arms control and tangible risk reduction.
