Event Link:   Shin Chang-Hoon is a Research Fellow and the Director of the Center for Global Governance at the Asan Institute for Policy Studies. Previously, he taught public international law, international organizations, international economic law and the law of the sea at Seoul National University and Myongji University. Dr. Shin has been an active participant in international conferences held at the International Maritime Organization and is a member of the Compliance Group established by the 1996 London Protocol to the Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter. Dr Shin’s research focuses on dispute settlement, the law of the sea, international humanitarian law and the study of the nonproliferation regime. He received a B.S. and an L.L.M from the School of Law at Seoul National University, and a D.Phil. from the University of Oxford.   Go Myong-Hyun is a Research Fellow in the Risk, Information & Social Policy Program in the Center for Public Opinion and Quantitative Research at the Asan Institute for Policy Studies. Previously, Dr. Go was a postdoctoral researcher at the University of California, Los Angeles, Neuropsychiatry Institute, where he analyzed social networks, complex social interactions over space, and geospatial modeling of disease. His research interests at the Asan Institute apply these statistical perspectives to issues of national security to examine the role of mass protests and collective action in South Korean society and the structural stability of North Korea in the face of its failing economy. Dr. Go is the author of several Asan Institute Issue Briefs, such as “Economic Improvement in North Korea” and “North Korea as Iran’s Counterfactual: a Comparison of Iran and North Korea Sanctions,” and he has presented at numerous conferences, such as the 2011 Asan North Korea Conference and the 2013 Asan-MDRC-The Asia Foundation Conference: Facilitating North Korea’s Economic Transition: Lessons from Asia. Dr. Go received a B.A. and M.A. from Columbia University and his Ph.D. in Policy Analysis from Pardee RAND Graduate School.   Sue Mi Terry served from 2001 to 2008 with the Central Intelligence Agency as Senior Analyst for the Directorate of Intelligence. In that role, she regularly monitored and assessed political and economic developments in North Korea and East Asia. In 2008, Dr. Terry held the position of Director of Korea, Japan, and Oceanic Affairs at the National Security Council (NSC). Subsequently, Dr. Terry served as Deputy National Intelligence Officer for East Asia at the National Intelligence Council (NIC) in the Office of Director of National Intelligence (ODNI) during 2009-2010. In September 2010, Dr. Terry joined the Council on Foreign Relations (CFR) as the National Intelligence Fellow. Dr. Terry joined the private sector in late 2011 and works as Managing Director at Gerson Global Advisors, a strategic investment and advisory firm based in New York. In this role, she co-heads Sovereign Advisory business, and is primarily responsible for developing and managing the firm's strategy, activities and client relations in Asia, Australia and New Zealand. Dr. Terry holds a MA degree in International Relations and a Doctor of Philosophy in International Relations from the Fletcher School of Law and Diplomacy.   Charles Armstrong is the Korea Foundation Professor of Korean Studies in the Social Sciences in the Department of History and previously served as the Director of The Center for Korean Research. A specialist in the modern history of Korea and East Asia, Professor Armstrong has written or edited numerous books on modern and  contemporary Korea, including The Koreas (Routledge, 2007), The North Korean Revolution, 1945-1950 (Cornell, 2003), Korea at the Center: Dynamics of Regionalism in Northeast Asia (M.E. Sharpe, 2006), and Korean Society: Civil Society, Democracy, and the State (Routledge, Second Edition 2006). His newest work is the Fairbank award-winning Tyranny of the Weak: North Korea and the World, 1950-1992 (Columbia, 2013). He is currently writing a history of modern East Asia for the Wiley-Blackwell series "Concise History of the Modern World." Professor Armstrong is also a frequent commentator in the U.S. and international media on Korean, East Asian, and Asian-American affairs.   David Hawk, over several decades of high-level involvement in the field of international human rights, has engaged in the documentation and analysis of worst case violations, the UN human rights system, human rights provisions in conflict resolution, non-governmental human rights advocacy, human rights organization and agency management, and human rights education and training. He is recognized as a leading expert on human rights in a number of countries, most notably Cambodia and North Korea. Hawk was the Executive Director of Amnesty International, USA, during its formative stage in the 1970s. He also directed the UN human rights office, during the mid-1990s when it was the largest field operation of the UN High Commissioner for Human Rights. In the early 1980s, Hawk did path-breaking original photographic and archival documentation of the human rights atrocities in Cambodia under Khmer Rouge rule, and researched and authored the first systematic and comprehensive documentation and analysis of the political prison camp system in North Korea. He has served on the Board of Directors of AIUSA and Human Rights Watch/Asia. His most recent publications include The Hidden Gulag and Pursuing Peace While Advancing Rights: The Untried Approach to North Korea. He attended Cornell, Columbia and Oxford Universities, and currently teaches at Hunter College, CUNY.   Param-Preet Singh is senior counsel in the International Justice program. Her work focuses on pressing national justice systems to prosecute and try suspected perpetrators of serious international crimes in proceedings that are independent, impartial, and fair. She has conducted on-the-ground fact-finding missions and authored reports and briefing papers on justice issues in Bosnia, the Democratic Republic of Congo, and Côte d’Ivoire. Singh’s research and advocacy has also focused on trials before the International Criminal Tribunal for the former Yugoslavia as well as policy issues confronting the International Criminal Court. In the fall of 2013, Singh was a Wasserstein Public Interest Fellow at Harvard Law School and a Schell Center Senior Visiting Human Rights Fellow at Yale Law School. Before joining Human Rights Watch, Singh worked as a lawyer with the United Nations Mission in Kosovo and in the Federal Department of Justice in Toronto, Canada. She is a graduate of the University of Alberta and McGill Law School.   William Newcomb is a Visiting Scholar with the U.S.-Korea Institute at Johns Hopikins SAIS and is a member of the National Committee on North Korea (NCNK). Previously, he served as a member of the United Nations Security Council Panel, DPRK (Democratic People's Republic of Korea), Panel of Experts (PoE). Prior to that, Newcomb occupied senior economist positions at the US Treasury Department and the Department of State and worked extensively on Asian economies. He studied economic development in North Korea for more than 30 years and, between 2002 and 2005, was deputy coordinator of the U.S. State Department's North Korea Working Group. He last appeared at The Korea Society in a discussion on the development and efficacy of sanctions against North Korea   Stephen Noerper (Moderator) is the Senior Vice President for Policy at The Korea Society. He was an associate professor of international relations at New York University and also taught at American University, Waseda University, the National University of Mongolia, and the Asia Pacific Center for Security Studies. The author of more than sixty publications--more than half on North Korea--Noerper also served as a senior analyst with the U.S. State Department and a visiting fellow with the East-West Center and Seoul’s Institute for Foreign Policy Analysis. As an Edward R. Murrow Center fellow, he coordinated roundtables on transitional justice, with an eye to Haiti, Cambodia and Nigeria, and he worked on campaigns against apartheid-era South Africa and Latin American human rights abuses. At The Korea Society, he has helped spearhead numerous programs on North Korea’s human-rights violations. A frequent media personality, Noerper holds a Masters from the London School of Economics and Doctorate and Masters from the Fletcher School of Law and Diplomacy.

2014 11 24 slavery icon The findings of the United Nations Commission of Inquiry on Human Rights in North Korea (UN COI) outline in horrendous detail the crimes against humanity being committed as a matter of DPRK state policy. To support the momentum behind the UN COI findings and recommendations, the Asan Institute for Policy Studies published a new report titled, Beyond the UN COI Report on Human Rights in the DPRK. The Asan report seeks to augment the COI findings by further examining the human-rights abuses sustained by North Korean laborers, but not included in the COI report. The report details human rights abuses suffered by North Korean overseas workers and laborers in DPRK nuclear facilities. Through independent analysis and interviews with North Korean defectors, the report concludes that these groups are subjected to slavery and forced-labor conditions that violate international law. These conditions are further symptomatic of how gross human rights violations are routinized at all levels of North Korean society. The Asan Institute authors and invited panelists will discuss the research findings and policy recommendations of this report.
